15 Riquet, Pierre Paul
[br]b. 29 June 1604 Béziers, Hérault, Franced. 1 October 1680 buried at Toulouse, France[br]French canal engineer and constructor of the Canal du Midi.[br]Pierre Paul Riquet was the son of a wealthy lawyer whose ancestors came from Italy. In his education at the Jesuit College in Béziers he showed obvious natural ability in science and mathematics, but he received no formal engineering training. With his own and his wife's fortunes he was able to purchase a château at Verfeil, near Toulouse. In 1630 he was appointed a collector of the salt tax in Languedoc and in a short time became Lessee General (Fermier Général) of this tax for the whole province. This entailed constant travel through the district, with the result that he became very familiar with this part of the country. He also became involved in military contracting. He acquired a vast fortune out of both activities. At this time he pondered the possibility of building a canal from Toulouse to the Mediterranean beyond Béziers and, after further investigation as to possible water supplies, he wrote to Colbert in Paris on 16 November 1662 advocating the construction of the canal. Although the idea proved acceptable it was not until 27 May 1665 that Riquet was authorized to direct operations, and on 14 October 1666 he was given authority to construct the first part of the canal, from Toulouse to Trebes. Work started on 1 January 1667. By 1669 he had between 7,000 and 8,000 men employed on the work. Unhappily, Riquet died just over six months before the canal was completed, the official opening beingon 15 May 1681.Although Riquet's fame rightly rests on the Canal du Midi, probably the greatest work of its time in Europe, he was also consulted about and was responsible for other projects. He built an aqueduct on more than 100 arches to lead water into the grounds of the château of his friend the marquis de Castres. The plans for this work, which involved considerable practical difficulties, were finalized in 1670, and water flowed into the château grounds in 1676. Also in 1676, Riquet was commissioned to lead the waters of the river Ourcq into Paris; he drew up plans, but he was too busy to undertake the construction and on his death the work was shelved until Napoleon's time. He was responsible for the creation of the port of Sète on the Mediterranean at the end of the Canal du Midi. He was also consulted on the supply of water to the Palace of Versailles and on a proposed route which later became the Canal de Bourgogne. [br]b. 21 June 1891 Sondrio, Italyd. 9 January 1979 (?), Italy[br]Italian engineer who played a vital role in the use and adaptation of reinforced concrete as a structural material from the 1930s to the 1970s.[br]Nervi early established a reputation in the use of reinforced concrete with his stadium in Florence (1930–2). This elegant concrete structure combines graceful curves with functional solidity and is capable of seating some 35,000 spectators. The stadium was followed by the aircraft hangars built for the Italian Air Force at Orvieto and Ortebello, in which he spanned the vast roofs of the hangars with thin-shelled vaults supported by precast concrete beams and steel-reinforced ribs. The structural strength and subtle curves of these ribbed roofs set the pattern for Nervi's techniques, which he subsequently varied and elaborated on to solve problems that arose in further commissions.Immediately after the Second World War Italy was short of supplies of steel for structural purposes so, in contrast to the USA, Britain and Germany, did not for some years construct any quantity of steel-framed rectangular buildinngs used for offices, housing or industrial use. It was Nervi who led the way to a ferroconcrete approach, using a new type of structure based on these materials in the form of a fine steel mesh sprayed with cement mortar and used to roof all kinds of structures. It was a method that resulted in expressionist curves instead of rectangular blocks, and the first of his great exhibition halls at Turin (1949), with a vault span of 240 ft (73 m), was an early example of this technique. Nervi continued to create original and beautiful ferroconcrete structures of infinite variety: for example, the hall at the Lido di Roma, Ostia; the terme at Chianciano; and the three buildings that he designed for the Rome Olympics in 1960. The Palazzetto dello Sport is probably the most famous of these, for which he co-operated with the architect Annibale Vitellozzi to construct a small sports palace seating 5,000 spectators under a concrete "big top" of 194 ft (59 m) diameter, its enclosing walls supported by thirtysix guy ropes of concrete; inside, the elegant roof displays a floral quality. In 1960 Nervi returned to Turin to build his imaginative Palace of Labour for the centenary celebrations of Garibaldi and Victor Emmanuel in the city. This vast hall, like the Crystal Palace in England a century earlier (see Paxton), had to be built quickly and be suitable for later adaptation. It was therefore constructed partly in steel, and the metal supporting columns rose to palm-leaf capitals reminiscent of those in ancient Nile palaces.Nervi's aim was always to create functional buildings that simultaneously act by their aesthetic qualities as an effective educational influence. Functionalism for Nervi never became "brutalism". In consequence, his work is admired by the lay public as well as by architects. He collaborated with many of the outstanding architects of the day: with Gio Ponti on the Pirelli Building in Milan (1955–9); with Zehrfuss and Breuer on the Y-plan UNESCO Building in Paris (1953–7); and with Marcello Piacentini on the 16,000-seat Palazzo dello Sport in Rome. Nervi found time to write a number of books on building construction and design, lectured in the Universities of Rio de Janiero and Buenos Aires, and was for many years Professor of Technology and Technique of Construction in the Faculty of Architecture at the University of Rome. SUBJECT AREA: Ports and shipping[br]b. 21 September 1821 Russiad. 6 March 1898 Russia[br]Russian admiral and naval constructor involved in the building of unusual warships.[br]After graduating from the Naval School Popoff served in the Russian Navy, ultimately commanding the cruiser Meteor. During the Crimean War he was Captain of a steamship and was later Manager of Artillery Supplies at Sevastopol. At the conclusion of the war he was appointed to supervise the construction of all steamships and so started his real career in naval procurement. For the best part of thirty years he oversaw the Russian naval building programme, producing many new ships at St Petersburg. Probably the finest was the battleship Petr Veliki (Peter the Great), of 9,000 tons displacement, built at Galernii Island in 1869. With some major refits the ship remained in the fleet until 1922. Two remarkable ships were produced at St Petersburg, the Novgorod and the Vice Admiral Popoff in 1874 and 1876, respectively. Their hull form was almost circular in the hope of creating stable and steady gun platforms and to lessen the required depth of water for their duties as defence ships in the shallow waters of the Black Sea and the Sea of Azov. Despite support for the idea from Sir Edward Reed of the Royal Navy, the designs failed owing to unpleasant oscillations and poor manoeuvring qualities. One further attempt was made to find a successful outcome to this good idea in the construction of the Russian Imperial Yacht Livadia at Elder's Glasgow shipyard in 1880: for many reasons the Livadia never fulfilled her purpose. Despite their great advantages, the age of the Popoffkas was over. Popoff had a remarkable effect on Russian shipbuilding and warship design. The value of property upon which a utility is permitted to earn a specified rate of return as established by a regulatory authority. The rate base generally represents the value of property used by the utility in providing service and may be calculated by any one or a combination of the following accounting methods: fair value, prudent investment, reproduction cost, or original cost. Depending on which method is used, the rate base includes cash, working capital, materials and supplies, and deductions for accumulated provisions for depreciation, contributions in aid of construction, customer advances for construction, accumulated deferred income taxes, and accumulated deferred investment tax credits.
